Unable to resume Mac App Store download after restart. Help?

Hi so last night I began a download of Empire: Total War and at some point I shut down my computer. Upon restart this morning I was hit with a "waiting" status on the download so I went ahead and quit the storeagent process from activity monitor. Now I've resumed the download and it shows me "downloading" but progress isn't moving.
