Facetime doesn't work out of USA

I've been using Facetime for a few months in Morocco and about a week ago it just stopped working. I try to call someone and it keeps ringing. My family says they get my call but it just says its connecting. Forever. Does anyone know how to fix this? I've tried just about everthing. My wifi is working.
