Why I can't purchase some upgrade on some games ?

Hello I have the Mini-iPad and I have some games that I can buy some upgrade on them but it appear a message that says that i should contact iTunes support to continue this transaction and I had this problem with another game and I contact the iTunes support and they fix it and now again it appear for the second time. please help me with this at least.
