Both iPad 3 and iPad 4 have Retina Display.

So the answer is no. The iPad with retina display is Apples latest iPad. It was released here in US stores on November 2nd 2012.
The iPad 3 or what is know as the 'new' iPad was released in the US back in April of 2012.
The newest iPad(with retina display) has a faster processor (A6X) chip. I also has an HD facetime camera, lightening connector, better/faster WIFI connectivity and a few more new features.
The (new) iPad that was released last April has the A5X chip.
By the way, the 'new' ipad that was released in April is now obsolete and is only available as a refurbished model.
Current offerings are the iPad 2, iPad with retina display, and the iPad mini.
