My iPhone 4S wiped out its self!!!

According to my sister she wanted to copy a video to her iPhone, it wiped out everything! Her notes, her pictures EVERYTHING!! and it added all her old apps from her lost iPhone 3GS, how can I fix this?! Not around a computer or else I would've uploaded an image of the conversation.
