I am unable to sync calendars between my iMac and iCloud and iPhone. What's up? Think I've got all the right boxes checked. Need help

To sync, the mac and iphone have to have icloud account defined in Settings/System Preferences and Calendars have to be turned on. I also assume your devices are connected to the internet.
To amplify what pvonk said, the Mac and the iPhone have to have the same iCloud account defined and the events have to be in iCloud calendars (not On My Mac and not On My iPhone).
I have the same problem for a couple of days only.
When I create a iCAL event on my Mac it is not synchronised with iCloud and therefore also not distributed to my mobile devices...
Only then I reboot the Mac then it synchronises ONCE with iCloud and only then I get the events on my mobile.
