Are the iCloud servers down today (11/18/12)?

Today I was having trouble with my iPhone 4, it closed out of random apps if I could get them to load so I restored it to factory settings like it is recommended. I backed up to iCloud this morning so I knew I was fine. When it restored and I tried to get my backup on my Apple ID, I got a message saying that something was wrong with my data and to use another back up. I tried a back up from the day earlier before I was having problems, same issue. I clicked back on my phone and then agreed to the conditions and tried to sign in and I got a message saying that I can't sign in to iCloud at all. Is this an iCloud backup issue or a server loading problem?
