Difficult to pinpoint the exact problem at this point. What results did the new user yield? Is Outlook usable in the new user account or is it problematic there as well?

Some next steps...

1.) If it does not work in the new user then you'll want to try an uninstall and reinstall of Office.

2.) If it does work in the new user and not in your user account you'll want to consider removing Application Support files and application .plist files, restart and then uninstall/reinstall Office.
