my ipad says that it can not be backed up due to not enough stroage avalible but the message is not going. it is not even allowing me to press anything else. What should i do?

My ipad says "this ipad can not be abacked up becasue there is not enough i cloud storeage avaliable. You can manage your storeage in settings"

i am clicking on settings but it is not working. the whole thing is frozen, and i can not do anything with the ipad.

what should i do. Is there any way to delete the information stored. Stop the storeage through a computer or delete my icloud account?
