Once I have used Bootcamp to run the Windows OS, can I un-install Windows from my Mac Book Air to recover the drive capacity? If so, how is it done?

There is only one correct way. Use Bootcamp Assistant and select the menu item to remove Windows and return your hard drive to a single OSx partition. Do not use Disk Utility.

If there are problems on the WIndows side of the partition (virus or other problems that cause Windows to crash), how does that condition impact the Apple OS side?

It has no impact
