Pending: Lock, Message in Find My iPhone App

My iPad was lost or stolen yesterday. I have tried tracking it on the Find My iPhone app but, of course, it is not connected to WiFi so it cannot be located. So I decided to lock it and enter a contact message if it is found. After submitting, I see that it says Pending: Lock, Message , I'm not exactly sure what this means or why it would be pending? Any help with this subject? Oh and also, is there anyway that this app could not work if the iPad is reset? Just curious. Any help is greatly appreciated! Thanks! =]
