iTunes won't sync my iPhone/iPad

I have the iPhone 4. I am purchasing the iPhone 5 tomorrow. However, I have not been able to sync my phone or iPad in months. I get an error message saying either 1. the Apple Mobile Device is not up-to-date or 2. I need to reinstall iTunes as the 64-bit version. I've already uninstalled/reinstalled iTunes multiple times. I really need it to start working so I can restore all of my music/apps, etc. on my iPhone 5. Any help would be greatly appreciated!

When you go into Task Manager, Services, click on the button for services. Make sure you are logged into Windows as an administrator. If not, you may need to uninstall iTunes again, and this time when you go to download it, click save instead of run. After saving it, then right-click and select run as administrator to see if that will install everything correctly.
