My screen went to a blank background light blue color with no other options visable. What can I do to fix it?
Is it a software issue or a graphics card issue? Any thoughts are welcome.

Try resetting the SMC & PRAM first and see if it boots. You can also attempt restarting in Safe Mode. To reset the PRAM click iMac SMC and PRAM reset . To do a Safe Mode reset click Safe Mode
Thank you, but it didn't clear it. The first step you mentioned didn't seem to make any difference unfortunately.
The second safe mode option did help in providing me my regular screen though it was fuzzy and it asked me to restart the computer.
I restarted the computer and I'm back to blank light blue background screen with no options.
Does it mean anything that I did have something under the safe mode though it was fuzzy/grainy?

You probably have a hardware failure, time to take it into your local Apple Store or Apple Store. However you can also try running Apple Hardware Test in Extended Mode, run it 2-3 x to be sure however if at any time you get error codes it's hardware related and its' time to take it to the Apple Store or AASP.
Yes, I just finished the Hardware Test as suggested, with no trouble found. I followed up with the extended test and again found no trouble. Any other option?
Sounds like I will need to take to the Apple store...

Did you run AHT in EXTENDED mode as instructed and run it 2-3 times?
Yes, I was able to run 4x and didn't get an errors.
