I'm trying to restore my new iPad 3rd from iCloud and as I sign in with my apple Id, is says "no backups available" and my iPad 2 is totally backed up. What am I doing wrong do I sign in with my apple I'd and password or my iCloud email address and apple password?

    After selecting Restore from iCloud backup on the setup screen you need to provide your iCloud ID and password.  You should then see any iCloud backups stored in the account and be able to choose the one you want to restore from.
