"cant upload" means nothing other than the person posting could not be bothered to provide specifics of the issue.

I've got the same trouble. Just bought ipad mini today. Downloaded newer ITunes version for Win 7 Professions 64bit, tried to add ".avi" to itunes and failed. ".avi" is normally opened by Windows Media Player.
