Mobile Me customers get icloud storage until September 2013. The notice gives no information about having such a service after that date. Will they offer a cloud service which cn be purchased or will there be something similar?

After September 2013, you will return to the standard free 5GB storage plan if you haven't already purchased one of the existing storage upgrades offered to everyone.
If I have not upgraded storage it sounds like it is too late. Will there be other cloud storage available?

You can buy iCloud storage at any time, before or after September 2013.
