what if you get the response "No new pictures or videos were found on this device"? I have never uploaded my pictures before, so this cannot be true.

Do the pictures show up in the Camera Roll on your iPad?

Yes, they do. I checked to make sure they were there.
What Windows OS are you running? XP, 7, Vista, etc.
What program are you using to load the pictures?
I am using Windows 7 Home Premium; I am using Windows
I also tried Windows Live Photo Gallery, and tried to open the files on the IPad. Neither works.
