Diference betwen 3G and cellular
I would like to know the diference betwen 3G and Cellular devices.

Basically no difference, they refer to the same thing: Cellular Service. Though 3G is a specific type of cellular service. Just like 4G/LTE is a specific kind of cellular service that is faster than 3G.

The iPad mini has 4G LTE cellular capabilities; the iPad 2 does not. The iPad 3 and iPad 4 also have 4G LTE.
Then, I can't make phone calls with iPad mini Cellular??

Yes. they are referring to the ability of the iPad to connect to a Cellular network to use the internet. As opposed to using just a Wifi connection.
Since there is now more than one type of cellular service the newer iPads can use. 3G and 4G they just put it all under Cellular.

iPad 3 LTE only works in US that's why Apple has to pay a fine in Australia for false advertising.
