resored iphone 3gs and now it wont let me do anything without sim card...

the iphone i bought from a friend wont let me reactivate it after i restored it. it says i need a sim card but i dont want to set up a service plan i just want to use it as an ipod touch...i just wanted to update the software. can i use any sim card?
