Using TB Display as charging hub

Will a Thunderbolt Display charge connected peripherals without a host connected ?

-eg. the TB display is powered up, iPhone, iPad, USB powered external batteries etc., connected to the USB hub on the display, but no computer connected to the display.

-Assuming the peripheral itself supports it
