Digital Publishing - Options for a community group

I edit a community newsletter that is distributed to 1275 households. I also produce an electronic version via Issuu (http://issuu.com/villagevoice/docs/december_2012?mode=window&backgroundColor=%23 222222) and a non-interactive pdf.

Is there a ebook/ipad/phone etc option that does not cost the earth that will enable me to distribute it electronically and 'automatically' every month? I've looked at the Adobe or Quark route and the costs are prohibitive.

Any thoughts or advice welcome.
