Since downloading the latest update location services and Siri will not work.

    You can try resetting all settings. Settings>General>Reset>Reset All Settings. You will have to enter all of your device settings again.... All of the settings in the settings app will have to be re-entered.


    You can try restoring form a backup as well - if you have a current backup. When you restore from a backup, you restore everything in that backup onto the iPad.

    You did check the settings correct?


    Settings>General>Siri>On and Settings>Privacy>Location Services>On.



    if the settings are correct and you still can't get Location Services or Siri to work, try rebooting the iPad. If that doesn't work, restore the iOS software and then restore from a backup after that.



    Reboot the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons.

    If you had tried all of the things that I have suggested, if would be the polite thing to do to let the community know that you have taken all of tried all of those steps already so that we are not wasting time suggesting everything that you already tried.
