Just about to take the plunge and buy a new ipad and wondered if I can use iweb on it ?
I still have my ilfe 09 discs from a few years ago but not sure if they can be used

Sorry no. You can view iWeb web pages with iPad Safari browser but there no iWeb app.
iLife are Mac apps not mobile apps.
You need to buy iPhoto, iMovie and GarageBand apps for your iPad.
No, iPad can't run Mac OS software.
You can purchase iWork for iPad from Appstore, bit iWeb is not part of it.

MobileMe has nothing to do with it. iWeb is a Mac application and continues to work on Macs. It does not run on iOS. I don't know whether any third party has thought to create a web page creationg program for iOS.
But you can't publish! So what's the pont to even have it.
Yes, you can publish perfectly well (on a Mac). iWeb '09 and above has an FTP option in the publish pane which can upload to any website server. In the earlier versions you can publish to a local folder and use an FTP program such as Cyberduck or Transmit to upload to a website server.
There are a few minor facilities which won't work outside of MobileMe, including hits counter and blog comments, both of which can be effected with third-party services.

Apple seem to be missing a trick here
My new iPad is perfect for a new style iWeb that is easy to use but a bit further forward than my 09 version
Surely apple or a third party app design company can see a market for this
