Disconnect all USB devices and USB hubs from your PC. Then reboot the PC with only the mouse and keyboard (if applicable) connected. Reset the Shuffle using the instructions here:
Resetting iPod shuffle

Then reconnect your Shuffle to a USB port located directly on the PC. Start up iTunes and restore the iPod.
