I would recommend starting by performing a "factory default" reset on the AirPort Express Base Station (AX). Once this has completed, it would broadcast an unsecured wireless network with a Network Name of something like: Apple Network NNNNNN. You can then use the AirPort Utility on your iPhone to configure it as required.
