WIFI still grayed out/dim, going to take it for repair but I'm not insured so how much will the fee be?

I have reset and restarted it and still nothing. Not happy because I'm being charged to use 3G.

iPhone 4S, iOS 6.0.1

Try to restore from backup or restore as new.
