What setting is blocking me from downloading itunes

May be start with going to Apple store, they have kind of classes for the beginners. Few classes will make it easier to adapt. If there is no store, find someone who can teach you a thing or two. If you are not beginner, I am sorry for the assumption.

iTunes is already included in the iOS software so you already have it on your iPad.

You can't download the Application using Safari nor can you delete the App from your iPad.

Can you verify that you have it enabled in your settings?

If you are getting a message to update iTunes, it means update iTunes on your computer.
