I normally do not post but, I'm reading all these post from al these people that think they know what they are talking about.
You would be so,so surprised if you knew what all in our lives since 9-11 that have ways to locate, track, and gather information about the consumer.
Almost anything/everything that is connected to the internet, including your tv
gathers "user habits" so the mfg can use this information to do "marketing research"
read the license agreement the next time you purchase or install something.
read all the fine print. it is stated in the license agreement.

I repair computers and all types of electronics including all ios devices.
CAN a ios device be tracked if it's erased, completely wiped, user id removed?
The answer is YES YES YES in can.
I recently (December 2012) had a customer bring me a iPad (4th generation) They needed the screen replaced.
The iPad had been completely wiped. There was no apple id and all location services were disabled.
and no user information in the device at all.
They had wiped the unit and did a restore of the ios.
I plugged in the device and connected the device to my network to determine if the lcd was damaged
and left it sit overnight waiting on the new screen to arrive.
Again, This iPad is wifi only, all location services were disabled.
following day two detectives arrived at my location asking about the iPad.
I explained everything to them.
When i asked how they were able to find the iPad if was wifi only and all location services were disabled
the detective said they traced the UDID/Serial No. to my ip address then contacted my ISP and requested my information based on my ip address.
So, can it be located and tracked. YES
Will they do it for you. Most likely NOT
Turns out the iPad brought to me was stolen from some federal agency from some other state.
I called the customer while the detectives were still at my location and had him come over.
They wanted the customer to explain where he got it. How he got it.
He said he bought it from an online action and bought it with the cracked screen.
At that point they gave him the information of the detective that was working the case in another state.
They never took the iPad. the new screen came in. I repaired and contacted the lead detectives.
He told me it was ok to contact the customer and return it to him.
I returned the iPad and he still has it.
All ios devices can be located at any time.
Even if all location services are disabled.
As long as the device is connected to internet that is all that is need to be tracked.
It has been this way since very first ios device.
Heck, do a internet search for:
"FBI hack yielded 12 million iPhone and iPad IDs,Anonymous claims"
That's why the agent had UDID's on his laptop. Thats all that is needed.
