iTunes doesn't list the option in Devices to control the library

This article is wrong, iTunes doesn't list the option in Devices to control the library. Thoughts? Stupid Apple.

Dell 1420 & 1720, Custom Desktop, Windows 7, 32 bit and 64 bit Pro
