I have the iPod Touch 3G, 32 GB. I hope to be getting the iPhone 5, 32GB in the next few days.
Just asking if I should set up as new iphone or choose restore from iCloud?
I do want my photo apps and photos to be saved/synched to my iPhone.
Which is the best way/right way to do this?

If you want what is on your Touch, then be sure to use iTunes to sync and backup your Touch. You can then choose to restore from iCloud or iTunes to your new iPhone.
If you want your curent content on your new phone then restore from icloud backup or itunes backup if you that to.

It is a must that I use iTunes to backup my iPod Touch? I use iCloud for this now and would rather continue using iCloud. Is this okay or do I change it now?

If you are already using iCloud for your backups, then you should not need iTunes.

In iTunes, where it shows the name for my device, grrlefx's iPod, will this change once I have my iPhone? Also, since I have a netbook and desktop, can I continue to use my iPod on the netbook for synching, updates, and use my desktop for the iPhone?

Yes, the name will change since it's a new device. If you have been able to sync with your other computers, then you should be able to continue.
