App install error Job failed to exec(3) for weird reason: 13

I am getting "com.apple.launchd.peruser.501: ([0x0-0xc3cc3c].com.easyduplicatefinder[30117]) Job failed to exec(3) for weird reason: 13" while trying to install a package. I've checked and I am listed as the owner and I have 777 access to it. I've contacted the vendor and they haven't seen it before, but based on a Google search they suggested permissions. Thoughts?
