Did you get a new phone? You can not upgrade the storage spece in an iPhone.
Previous owner replaced storage module in iPhone and didn't tell me about it. After restoring to last iOS itunes wrote me what iphone can't ba activated because it damaged (itunes can't activate it because it should be 32 gb version instead 16 gb)
You cannot replace the storage module of an iPhone. You can only replace the entire Logic Board of an iPhone. If the Logic board is working whether 16 GB or 32 GB, if working will restore just fine, even if moved to another iPhone 4. So the Logic Board you have is faulty. This iPhone will not function until you get a working iPhone 4 Logic Board.

You will either need to find a competent repair shop or get a new phone.
very interesting. what can stop me from unsolder 32 gb module and solder 16 gb 🙂 why not?

You're welcome to try, but the iPhone is not considered user servicable.
If you want that one activated, you'll have to get it repaired by someone who knows what they're doing.
The Logic Board is faulty, most likely beyond repair. I am very comfortable with you practicing micro-soldering component transfer techniques, reballing etc on this damaged Logic Board. Tell us how it goes.

If the error message is telling you that the phone is damaged, then there is nothing you can do. There are no legitimate sources for iPhone parts. Apple won't touch it now that it's been modified.

So your iPhone is fine. To get to this screen your iPhone is activated. This is a ATT iPhone. To get it to make calls and get service, you need to go to ATT Store and obtain a SIM Card from ATT with a working Cell Phone Account. Use a straightened paper clip to place in small hole of SIM Tray, push firmly, tray will begin to come out, place SIM Card in the Tray. If you are still having problem, then tap Setting App > General > Reset > Reset Network Settings. Done.
i have att sim card. it doesn't help me
Do the Network Reset I described. If still problem, then the SIM Card may be the problem. What is the story of the SIM Card? If SIM Card problem you may have to obtain a New SIM Card from ATT.
