Can't connect to Xserve IP via FTP, only Ethernet IP

We've had our Xserve up and running for a couple years, now on Lion 10.7.5, and every once in a while we get some problems where certain users can't connect locally through our network. Now that everyone can connect locally again, our latest problem is that no accounts can connect to the Xserve via FTP. I can connect when using the Ethernet 1's IP 10.10.10.141 locally, but the actual Xserve IP XX.X.XXX.XXX doesn't work and returns the error "ECONNREFUSED - Connection refused by server" both locally and remotely.

We use FTPD Enable to allow users to connect to the Xserve with a program like Filezilla, but FTPD is saying our IP is 10.10.10.77 when our System Prefs Network and Xserve settings are both saying the server's IP is 10.10.10.141 and 10.10.10.50.

Our Xserve seems to be working fine other than that, all users are able to connect and share files through it locally, just not FTP.
