iCloud icon in "settings" is inactive and won't grant access
There are some others as well that are faded and inoperable.
iCloud is activated and that's what puzzles me.
iPad, iOS 6.0.1, iPad 4 , iOS 7
Go to Settings>General>Restrictions>Accounts (near the bottom) and set to Allow Changes.
