It used to be the same with all iTunes Media, still is with some video content, and the owners of the rights to the audiobooks have yet to change their stance. That said if you are in the unfortunate position where you haven't backed up your library and have lost audiobooks purchased from the iTunes Store you can ask the support team nicely if they will grant a repeat download. As I understand it they may have some discretion. Backup your data in future. Any content currently available for redownload can be withdrawn from the iTunes store by the rights holders without notice at any time. I believe Disney recently removed some of their back catalogue.

There are other sources of audio books (such as Amazon's Audible service) - fully compatible with iTunes - that do allow you to re-download purchased audiobooks, though this applies as long as the title(s) concerned are still available for purchase.
