iPhone 4 (iOS 6) Notification Center not working

I have an iPhone 4 about a year old that I recently updated to iOS 6. Notification center will not open after swiping down from the top of the screen even though I have it enabled for most of my apps. Help?

try a reset, hold down the home/power button together until you see the apple logo and then release, then wait for the phone to boot back up. Then check the notification center.
