Remove and replace the existing SIM.
Obtain a SIM from the carrier the device is locked to.

initially took it to AT&T to get a new SIM, did not recognize the new SIM card
iPad2 3G with NO SIM, took it to Apple Genius Bar, and said it would be $249 to fix.
i was told, that if the WiFi fails, then i could fit into a loophole that would replace it.
hoping on a sort of recall for this.
