Can't create new Apple ID without credit card!!!!

I've seen older posts where it was possible to create an Apple ID without a credit card. I would like to set up the kids with Apple IDl's so they can download free games and not have them sync on my apple products because they are using my Apple ID ( even though I have unchecked all the sync options, they still seem to show up on my ipad/iphone, but that's another story).

I have tried today, without any luck. I don't want to have to attach a credit card to a kids account..makes no sense..any ideas?
