Changed my apple email and password and iPhone still displays old one and wont let me log on to iCloud. Apparently iCloud is not synched???

Where are you seeing this old AppleID on your iPhone?

Settings > iCloud, scroll to teh bottom and Delete.

Then tap Account at top and enter your new AppleID.
