I have an ipad 2 model A1395. It says its a 16gb but in setting>about>capacity, it says 13.8. Why is that?

Some of it on how hard drive capacity is measured, plus the iPad has installed apps that take up space.

Yea that makes sense. I guess it does not include the installed apps pre purchase in the used space.. thank you
