You do not get the Apple Mobile Device on the phone, it is a service on a Windows Computer. See this support document http://support.apple.com/kb/ts1567 for assistance in dealing with the Apple Mobile Device Service.
This is the exact alert message. "This phone cannot be used because the Apple Mobile Device service is not started".
I suspect you mean that you are getting the iTunes error message that the Apple Mobile Device Service is not started, in which case you need to follow the steps show in item #4 at the bottom of this article to restart it: http://support.apple.com/kb/TS1538.
you have not "started" the device? thats what the alert says exactly?
plug the phone in, and type out the alert exactly as it appears.
