ical meeting time problem

When I send an all day meeting request from ical, the time gets sent over wrong. It should be from 12am-12am, but it gets sent as 9pm to 9pm. So it gets received as a 2 day event. All the time zones on ical, iCloud and the iphone that I am sending it to are in the same time zone.
