Only the carrier to which the phone is locked to can unlock the phone, but there are some carriers that don't offer unlocking. Contact your carrier for more info:

Sell it before you leave Japan, as there is no way to get your phone officially unlocked. None of the Japanese carriers offer official unlocking for the iPhone.
