You can't create a sub-folder under the Inbox on your iPad - you can only create new folders at the same level as it or under other folders that you have on your account, but not directly under the Inbox. If it's an IMAP type account then you should get an Edit button at the top of the list of folders that you currently have on your email account. If it's a POP type account then you won't get the Edit button.
If this is the case then can you explain why you CAN create a sub-folder on the Mac which uses a POP account.....??
POP is a post office protocol which allows your computer to download your mail.
Creating a sub folder is a simple edit command enabling you to sort out your mail into various categories. It would be like saying you can only pick up your groceries from the supermarket if you drive there in a Aston Martin and if you drive a Ford then you are out of luck.....!
You can potentially set up a POP account as IMAP on your computer or on the iPad, but any folders that you create on it will just be on that device and you won't be able to access the folder or its contents from any other computers or devices - it's a limitation of POP accounts
You an create sub folders on your Mac because Mail for OSX is programmed to allow that.
Mail for iOS was not given that capability.

If you moddify your POP account you run the risk of not being able to send e-mails, so we won't go there.
I seem to have once again highlighted an issue many other people have with this edit problem. I have submitted some constructive ideas to Apple for consideration.
