how to turn off FTP

With Mountaion Lion Server, OS X 10.8.2, how can we disable FTP and Port 21?

When I turn on File Sharing then this comes on but I only want AFP, SMB, and WebDAV.

MacBook Pro, OS X Mountain Lion (10.8.2)
