How do I complain on game credits I purchased but did not load

Dear Apple Community,

Can anyone please help me?

I purchased games credits for "Clash of Clans" and was deducted 9.99 USD for 1200 gems from my credit card but when I checked my game there was no credit of the said purchase.

How do I redeem the purchase or refund the purchase?
