Is three finger drag suppose to drop the file when you let go?

If I use the 3 finger drag on my trackpad and grab a file to drag and copy to another folder is it suppose to complete the copy and drop the file in the new folder when I release my three fingers?

As of now when I do this I 3 finger drag the file over the the new folder release my fingers. At that point the file just hovers over the folder with the plus sign doing nothing. I have to then single click to finish.

To me it seems if i let go it should complete.
