How do you sync photos to the iphone in iTunes 11? I don't see the Device Summary like in iTunes 10.

It will sinc your photos. I just tried deleting a photo and then synced my iPhone/iPad and it worked. I don't know why Apple did away with the heading.
Before you could choose the folder on your PC to sync photos from. I don't see that option now, so how does itunes know where to look for your photos?
I hear you........but trust me, it will sync any changes you make to your photos.
Just click the iPhone icon on the up right coner , then a menu of photo , music , book , movie will come out , and you can do everything as you've done on ituns10 .
Apple should highlight this , because it's very important for us !
The "PHOTOS" tab does not show on my iTunes. "MUSIC, MOVIES, APPS, TV SHOWS, PODCASTS & BOOKS" show up, but not PHOTOS.
Same here, my iPad has "Photo" header but my iPhone doesn't. The reason, the window doesn't resize properly or give any indication than its truncated. Crappy UI work.
Just go full screen for a quick fix.
My iPhone and iPad have the same headers....and both exclude PHOTOS.
They are hidden resize the window (larger)

If you can not see On My Phone item , that means your window size is too small , you can drag it bigger .

You can also go to View on top, and click Show Sidebar. Now it looks like the old iTunes. You can then click your phone under Devices, and the old Sync page appears, with the Photos tab. Apple did a terrible job telling us how to use the new version 11.
