I can't gift apps on the recent update to iTunes 11, is everyone experiencing this?
I'm using the Mexico store

No gifts in iOS6 and no gifts in iTunes 11. Guess Apple made enough money and no longer needs more money?
Same problem here, but only for apps that i already purchased. The drop down menu is available for apps, but is 'grayed out' for ones that I already own. I want to gift an app that I own, and can't do so!
There's a workaround for this bug: you can sign out, search again for the app (or movie/song/book), and the "Gift this" link appears in the dropdown on the "Buy this" button.
It will let you fill in the gift details, then prompt you to log in, but will then continue with confirming the gift.
Annoying, but at least it's possible.
