I still can't send or receive iMessages on my iPad but they work fine on my iPhone.both connected to the same wi-fi network.
You need to activate iMessage. Have you done that?

Yes I have checked and it is receiving msgs from my @me and my @icloud addresses as well as my personal hotmail add. Same settings on my iPhone.
Switch iMessage off do a reset then switch back on again.
Do a reset (Hold Sleep/Wake and Home buttons about 10 secs or more till Apple logo appears, ignore the Slide to Power Off that appears)
Note: You will not lose any data.
Done with no change to the results.
Update your router firmware from their website.
Reboot your router.
